Brown and drain it first and then mix it with the mac & cheese before you cook it. If you spread it on the topi, it will get too dry.

You fry the ground beef in a skillet with a little vegetable oil until there is no pink color left.
Drain off the oil and juices.
Cook macaroni according to package directions.
If you have a Mac and Cheese recipe all the better.
Blend the mac & cheese with the ground beef.
Put in a buttered casarole dish. Cover and bake at 375 for 30 min. Remove cover and cook an additional 10 to 15 min. until lightly brown on top. Serve HOT

You could place a layer of meat on the bottom of your casserole dish, then a layer of mixed vegetables, then top with the mac n cheese. This is a great quick and easy dish and a good way for kids to get their veggies!

you gonna have to cook them seperately first (macaroni with cheese), after they're cooked, then you mix it together. Put it in the pan, smooth it out and put cheese on the top (coat). Push it in the oven and keep watching it.
P.S. put a little milk in it before baking, so to not dry it out.

If your ground beef is not cooked, cook it first, then layer it on top of the macaroni & put in the oven.
