According to the state of Israel its capital is in Jerusalem, but most nations do not recognize Israels control over the city until such time that a negotiated settlement can be reached with the Palestinians
As such almost all nations have their embassies in Tel Aviv and refer to that as the capital.

Tel Aviv serves a number of the capital functions together with the official capital of Israel, Jerusalem (not recognized by the international society, and not any neighbour country). F.x. the Ministry of defense is located in Tel Aviv, and many embassies are situated there. In modern Israel, Tel Aviv is paired with the city of Jaffa, that lies south and east of Tel Aviv. Both are administered by the same municipality, and are often referred to as one city, called Tel Aviv-Jaffa.

Jerusalem. The rest of the world considers Tel Aviv the capital in order to placate the Palestinians and the Arabs, but most important official government functions take place in Jerusalem.

It used to be Tel Aviv, but now it is Jerusalem. I guess for political reasons. Although Tel Aviv is the economic and cultural heart of Israel.

It's Tel Aviv though Jewish cheek often pushes the envelope and tries to say it's Jerusalem. A young Jew was recently denied a Canadian Passport until he corrected his birthplace from "Jerusalem, Israel" to I guess "Jerusalem, Palestine." I won't search this for you but the news was in th Canadian papers within the last year. I have on my desk here a National Geographic Atlas which calls the capital of Israel, "Jerusalem". The National Geographic however is neither the United Nations nor the people of the world both of who consider Jerusalem an international city and definitely not the capital of the Jewish entity.

According to Israel, Jerusalem is the capital of Israel. As such, the Keneset, Israel's parliament, is situated there. It doesn't matter if other countries keep their embassies in Tel-Aviv. For the record, the US congress has officially passed legislation to move its embassy to Jerusalem, but allows it to be postponed for security/political reasons. As for the person who brought that Canadian story, I find that incredibly inappropriate. It's unfair and plain wrong to say that all of Jerusalem is 'Palestine'. West Jerusalem was part of Israel from the beginning, so at the very least the city is neither and can't be ascribed to one side or the other.
