Low-, no-cardio diets are temporary. After a long while, the body goes into starving mode and, thereby, over-compensates on the craved foods until the body is satisfied. This happened to me with dairy products, for example. I cut out cow's milk completely for two weeks, and without substituting dairy for something else, my body went on a binge for a while. I purchased nothing at the grocery store but dairy foods and left little room for anything else. Everyone is different. What is good for your brother may very well not suit you. If you want similar results, you may need to travel down a different route to attain them. My advice would be to see a nutritionist and get on a diet regimen designed specifically for you. It may very well be that your brother can lose weight with little to no cardio. This example would describe my situation. I am an ectomorph somatotype. This is my body type: a hardgainer. Hardgainers fair pretty well on complex carbs, little to no cardio and do very well with almost all weight training. 2% of the population fits under the hardgainer umbrella. Everyone else has a slower metabolism. I would guess your brother has a super quick metabolism. If not, he'd need quite a bit of cardio to lose weight. I bat my eyelids and I burn calories--this is the difference.

This is true - you don't need cardio!
If he's cutting calories then he will lose weight, because you're body will need to get the energy from somewhere if there is a deficit - therefore it will start to burn fat.
Lifting weight also helps tone muscle BUT also it's increases your metabolism. This is because the more muscle you have the easier fat can burn.
Cardio doesn't burn as many calories as people think, it's good for keeping you fit, but for losing weight it isn't necessary. As long as you stick to the formula of eating less calories than your body burns in a day, you'll lose weight.

You absolutely do not need cardio. In fact, you can become thin simply by eating less. If you burn more calories then you eat, you lose weight. If you do this while weight lifting, you get toned.
It would be a good idea for him to do some cardio, because it would tone his heart, which is good for, you know, living longer, and having moer energy and endurance. That said, if he does circuit training, he IS getting cardio.

To lose fat (become "toned") all you need is exercise and a good diet. It doesn't matter what exercise as long as it helps you burn calories.

Always start your meal with a salad. It'll fill you in place, making you eat less from the actual meal, and it's means fewer calories than typical deep-fried or perhaps cheesy apps.
