you talking chlorine or hypochlorite? neither occurs naturally in water as they would outgas rapidly when exposed to air. they are added to pressurized public water supplies, and as such they are not a contaminant but a required constituent designed eliminate the bacterial and viral elements that would kill people if left untreated. both upper and lower limits of concentration are set by regulation and require regular monitoring to insure compliance.

if you don't want the chlorine from your tap water, it can be filtered by active charcoal or placed in an open container for 24 hours. however it should then be boiled prior to consumption or used in food preparation.
