definetly a combination of factors. genetics as hormone levels play a huge role in strength. the greater the amount of circulating androgens the greater strength will be in the trained or untrained individual. also the mechanics of the exercise may be better suited for the body of one person vs another. training techniques would be another major factor. many people do not simply know how to train properly for optimum strength gains.

The answer is BOTH.

Look at Ronie Coleman or Jay Cutler. Some of the biggest names in Body Building. They work very very hard at what they do. They dedicated thier lives to building their body to be able to look like that, but they also have the genetics and body structure to be able to compete in that sport.
To be at the top of that kind of sport you need the work ethic to put in your time, but you also have to be blessed with the right type of body to be able to sustain that kind of punishment and abuse you are going to put it through.
You could work out 8 hours a day and do everything right, but not come out with a body like theirs. They put in 2 to 3 hours a day and have bodies like that. It has alot to do with genetics and body type.

There are weightclasses, but certain body types do better at certain lifts.

squat-short legs, thick body

deadlift-long arms

bench-barrel chest, short arms

Do you mean 600 pound bench press? I am assuming you are talking without a bench shirt, since they go higher than that with bench shirts.
