I realize that this was directed at "christians" only. However, there is a growing number of 'other christians' who consider themselves as a "new age christians"--who have no problems considering such topics/questions as being worthy of discussion--and do our best to consider all the possibilities--to include those which I will discuss in my answer below.
From my studies I have found that there are different kinds of 'angels.' This is partly because the word 'angel' means 'messenger' and therefore, just about anything or anyone can be a messenger--even a mortal.
There are advanced souls who perform the duties of an angel, and then there are non-human angels which are referred to in the ancient wisdom as "devas".
However, I realize that you are asking about the kinds of 'angels' that rebelled against God.
In general, 'devas' only respond to sounds, symbols, etc,. and anyone can 'summon' them--that they essentially are at the 'beck and call' of whomever has the knowledge and/or power to summon them--or create them via "a thoughtform." Therefore I would assume their free-will is determined by whomever summons them.
This is what makes them dangerous--in a manner of speaking--in that if one does not know what they are doing, or are not 'pure in heart' themselves--or fail to 'teach' the angels properly, then these 'angels' can often cause a lot of unanticipated consequences--many of which are not very welcomed or pleasant.
If you are referring to human angels--then yes, I would say that they have free-will; and yes, and the angels you are referring to DID exercise their free will and rebelled against God.
Note: there are many variations on this story to be found in other religions and traditions, which indicates that there is probably something more 'metaphorical' or 'allegorical' to the story than just a real event.
The question that I have always wondered--and the one that I think is even more interesting is, is that if God is/was aware of everything that is/was going on in heaven, how or why is it that he allowed these 'angels' to teach what they taught which led to this 'rebellion'? Why didn't he kick them out if they were teaching false doctrines?
Why were these 'angels' rebelling and/or what were they rebelling against--or what is it that they were attempting to accomplish via their rebellion?
Could it happen again? If they have free will then yes. Has it happened more than once? Many stories suggest it has.
Will it happen again? Maybe not in this 'eternal round', but could very well happen in future one. Ancient Wisdom indicates that this is part of a 'normal cycle.'
What will stop them and any other such thing from happening again? Hopefully the presence of "the law of the dominating good." And the presence (force, etc.) of this law is dependent upon you and I and the decisions we make right now.

Not a Christian, but technically, no. Angels were created to be perfect. When that didn't work out so great, that's when God decided to try again with humans and give them free will. However, I'm not sure how you can reconcile the angels being perfect and a bunch of them rebelling.

Yes, angels have free will. Some angels rebelled against God; these are now known as demons. The angels that continue to obey God do so because they love Him and know that He is a good God.
Free will is given to angels and people because love requires freedom of choice. God is a God of love.
