people are accountable for their own actions.. there is natural consequences for the decisions we make.... no gambling is not a sin as a matter of fact mother nature thinks that gambling should be one of the ways governments should replace the tax system with... not limited to governments but as a tool for raising money instead of taxes.. then people would volunteer where their money goes.... under these conditions a poor man can say hey I built that fire house.

Your question alludes to sin being an action.
Sin is not an action.
Sin is a state ....a condition.
In that state, we are prone to act against God's way.
However, the action is but a result of sin.
Gambling is one example.
