The concept of a creator/ruler (or multiples thereof) is one way of organizing society and establishing comprehensible order. Gods are almost always organized into a hierarchy that mimics social organization. This attempts to equate the two entities (society and the deities) and validate the society by establishing a parallel between the two structures.
It also serves to set the believing community apart - and usually above - other societies by giving the society a guardian savior who favors them and to whom they may appeal for defense and succour. This provides, among other things, a validation for considering other cultures as "different' and "inferior", for slavery and condoned kiliing of the "infidels" through warfare.
God is created by man to serve man's needs, but is "sold" to humanity the other way around to give societal values credence as coming from a "higher authority".
God is a concept - and only that.
