Is bungy jumping a perfect example of elastic deformation?

Elastic deformation occurs when a material returns to it's original shape after the deforming force is removed. As long as the bungy cord is the same length after the jump, elastic deformation has occurred.

Yes, in a way since the rubber ropes or whatever that hold the person do deform elastically so that he almost touches the ground. Many metals deform elastically when first stressed.

The problem with a bungee jump is that the bungee cords will lose a lot of energy to heat.
