1:00 es la una de la tarde
2:00 son las dos de la tarde
3:00 son las tres de la tarde
4:00 son las cuatro de la tarde
5:00 son las cinco de la tarde
6:00 son las seis de la tarde
7:00 son las siete de la tarde
8:00 son las ocho de la tarde

6:15 son las seis y cuarto de la tarde

Depending on the time of the day you are talking about, you do not need to be specific on the time of the day. i.e.:

If someone asks you the time after midnight, obviously if it is 'La una, o dos, o tres', it is in the morning. If it is in the day, it is in the afternoon.

Although, if someone ask you: What time did you leave the party, and it was in the day, you can specify if it was in morning, or after noon.

1:00 es OR son la una, you can say either one.
2:00 son las dos
3:00 son las tres
4:00 son las cuatro
5:00 son las cinco
6:00 son las seis
7:00 son las SIETE - SEVEN is SIETE in Spanish, not OCHO = EIGHT

6:15 son las seis y cuarto or simply SEIS:QUINCE
