She has asked him many of time and tells him that she is ready. Plus it is not a womens responsibility to ask him to marry her.

He won't ask her to marry him because he doesn't want to marry her. If they're living together, he has no need to.

Has she talked to him about her desire to get married? If not, maybe she needs to starting hinting at that fact. He might be unsure that she'll say "yes."
If she had intimated her wishes, and he still hasn't asked, then she should break off the relationship. This will cause one of two things to happen: 1) he will wake up to the fact that he'd better get married or lose her forever, or 2) he was never going to marry her anyway & now she'll be free to find someone else.

Uh, how could we possibly know? We've never even met the guy.
She's asked him about it; what does he say?
The only thing she can do, if she wants to be married, is to tell him that if he doesn't want to get married, she is going to leave him.
So she needs to decide whether she wants to be with him unmarried, or be married, in which case she needs to break off with him.
Why can't women ask men to marry? It's the 21st century.
It's funny that you're asking US to explain his reasons, when you don't tell us what reasons he gave her.
That would have been, well, helpful in answering the question why.

maybe he's waiting for her to ask him. Or maybe he doesn't want to get married. I mean, he's got things pretty sweet right now right? 5 years in, free milk, and she clearly hasn't even brought up the marriage idea...why ruin a good thing?

Some guys are scared to commit. He'll pop the question. If he doesnt why doesnt she ask him? Sometimes guys arent ready for a big step. and dont ask it. Dont worry he'll ask

No idea. He would know. Ask him. How would it be to his advantage? Do they live together now? Are they having sex now? Do they share money now? Sort of a cow and milk thing.
