if you ring any insurance company and explain you have a driving licence at 16 due to a disability they should insure you. it is known by people who have experience in insurance that usually the minimum age for a driver is 17 unless they are living in a remote area such as the highlands, or are in reciept of motability benefit, then they can drive at 16.
i work for churchill insurance and i insured a 16 yr old yesterday who suffers with cystic fybrosis and has a provisional licence. you won't be able to set up a policy online, you will need to speak to someone as it will need to be authorised by the underwriters.

You can try ringing up the insurance yourself and explaining you circumstance. When you do it on-line your DOB says you are 16 and probably won't work
