Software is not the answer. For one thing, unless you are a whiz-bang Photoshopper, it will never look natural. And even if it does, the person knows they are large, and might be offended by an attempt to put them on a "diet"
The best way to minimize a person's size is through posing, camera angle, lighting, and wardrobe. Try to shoot from slightly above. Use posing that turn the body's more narrow angles toward the camera. Use short lighting. Avoid too tight or too loose clothing, and I would avoid very light colors (unless the shoot is high-key)

I think a good idea is to have that person stand at an angle to the photographer and camera instead of having them stand foursquare to the camera. Have them wear dark clothing or at least minimize the contrast in color difference between their blouse or shirt and their pants or dress. If they wear colors that relate to each other like dark and light blue it might help. Avoid colors that contrast to each other like a warm and cool color. This cuts a person's high and makes them look shorter and stockier. It also helps to not have them look directly at the camera. Have them turn their head at an angle to the camera. The face will look slightly thinner. Also how a pix is cropped can make a difference. Have more negative space on both sides of the person in the picture. I guess if you can always use Photoshop. If you have photo shop you would want to go to filters liquify, and do alot of work in there be carefull though because it will distort your back ground to. so i would start by extracting the person from there back ground and then going to liquify with the squeeze tool to slim them down, now its not going to make shamu look like jessica simpson but it will take a little bit away. when your done slimming put them back into your edited background.

How about a fun house mirror. They 'stretch' the image to look taller and thinner. Department stores often use them subtly in the women's clothing areas.
