Wine tasting in store depends on what type of liquor license you apply for. Make sure you check the right boxes on the forms and do absolutely everything they ask you to do.
As far as advertising, I've found the newspapers to be my best bet. Not just an opening ad, but drop a press release to the papers and they may even feature you in the business section or so. That's how I find out about new restaurants and wine shops, I see it in the local paper. And that worked when I still had my restaurant, if I didn't advertise every week, people would call wondering if I'd closed!

Here in Ohio, grocery stores (Giant Eagle) have wine tastings, but they have the proper license to sell alcohol.

In addition to State Liquor laws (check their website for all the details, its like a 35-40 pg booklet), you will also need to check with the City, NYC has their own laws in addition to State Laws, I think some of the bouroughs have their own thing too... so might want to call them to find out about your future location.

To my knowledge, wine testing is not allowed in stores. Work with someone in the "ad" department of your local newspaper, to come up with a great ad for your future store, to attract customers. Salute!!!!

As long as you have a liquor license you can hold wine tasting. And you'll need a license anyway to open your shop.
