What is the best option regarding power supply,heat and moisture resistance, compatibility with their dvd players and possibility of editing of the video. I think it should be something between amateur and pro camera but the max price is 400 Euros

you might want to find out if the SPECIAL small DVD blanks are even available in Kenya, or you will need to send a couple of cases of discs. not all computers will play the small DVDs either, so you may need to send a laptop as well.
i don't know about Kenya, but many south american countries have strict prohibitions on import of Camcorders. the power of the press is greatly feared by governments.
unless the humidity in Kenya is exceptional, i would consider the miniDV to be the better choice overall for the money. and a computer with firewire compatibility.
