To me the statements says that without ABC Co. there would be no weather. Should it it read " The weather report made possible by ABC Co."?

It should actually read, "The weather report is sponsored by ABC Co." The original sentence is grammatically incorrect because there is no verb. The rest of it is just semantics. "Made possible by" suggests, as you said, that there would be no weather without ABC Co. However, in your revised sentence, it suggests that the report would not be possible without ABC Co. I would think that there would still be a report, even if ABC Co. was not involved, so "sponsored by" is a better word choice.

The name of the show it "The Weather" - it's used as a title. So saying "'The Weather' made possible by..." is like saying "'Sesame Street' made possible by..." It's correct, though I agree that it could be worded better.

Grammatically, there should be a "was" or an "is", "has been" etc--a finite form of "to be"-- before "made possible" because it's a passive.
Semantically, "weather report" would indeed make more sense.

The grammar is correct. The meaning is not clear. It is not a issue with grammar, but with wording.
