MacGyver was a guy from a tv show with the same name, in the 1980s, who could get out of any situation with his unbelievable resourcefulness, like making a bomb out of chewing gum and a shoelace or something. So to call someone "a MacGyver" would be to say he's very resourceful.

MacGyver was an 80s TV show, the main character called MacGyver was good at solving problems with few materials - for example, he might open a locked door with a banana. Therefore, when someone does that, they often say they "macgyvered" it or they acted like MacGyver.

Don't know about New Peats, though.
