So I'm wondering if one can contract an STD or HIV from having someone else's semen on the OUTSIDE of his body, meaning no anal contact is involved, such as if it gets on the penis or chest, hands, etc. I'd also like to know if washing your hands with soap and water is enough to make it safe to touch your nose, eyes, mouth, etc. again, and if not, how to make it safe.

You cant get a disease unless it enters your body, you can get it if it goes inside your butt but not on your chest(unless you have an open cut on your chest), you catch aids by transmission of boidly fluids meaning if no fluids go inside you, you are good. There is a chance if the semen goes on your penis head but not likely because it is harder for a man to catch aids by sexual intercourse then for a girl, you would have to have sex multiple times with an infected person in order to catch it. washing your hands with sosp and water should be fine.
sperm dies when it hits the air for some time the disease dies as well because it has no host to feed off of.
