No. Circumcision came about at the time of Abraham. It was a tool to teach the people about being different, being chosen to be set apart.
It was a way to remind the men, as heads of the household, that they were special, different, set apart, or holy. They were to lead their families and clans with this in mind at all times. You have to admit that it is pretty hard to forget.....
Later on, after the death of Jesus, this was no longer a requirement. Jesus' death fulfilled all of the old Jewish laws to make way for the new laws of the new testament.
Today, this is simply a choice made by parents of boys. It is merely a tradition, but can be useful for hygiene.
There are some places in the world where this is done to girls, in an attempt to ensure their "purity" but the results are painful and dangerous. It is considered barbaric by more educated parts of the world, and was never part of the Jewish culture or custom.

Circumcision was not a part of religion until abraham. So Adam did not experience it. Yes he had a foreskin. God did not require it of Adam to be circumcised. It was part of the Old Testament covenant. In the New Testament, it changed and was no longer required. Jesus shed his blood for mankind so man did not have to anymore. Now God wants us to have circumcised hearts...that is, hearts sensitive to God. It is not by works of righteousness that man is saved....but by the mercy and grace of God.

The jdl is almost right. Abraham was given the order by Yahweh but Abraham was the first who had to be circumcised, not Issac. Yahweh says to Abraham in Genesis 17:11 "You are to undergo circumcision, and it will be the sign of the covenant between me and you." Ouch.
