It can take a few months to several years for a person to develop genital warts from their HPV. And, not everyone with HPV will develop genital warts. They have to have a kind of HPV that can cause warts in order for them to develop them (not all kinds of HPV cause warts).

I have had HPV for over 6 years. I developed genital warts from my HPV a little over a year ago. It took me 5 years to develop them!
