As a teacher, I always appreciate a good fruit or veggie platter. The kids always eat these up more quickly than the junk (surprisingly). A simple yogurt/honey dip with fruit is great . . . Or, simple crackers & cheese is easy too . . And, of course, cake.
How much do you need to send? How much time do you have to prepare?

check with the teacher first - make sure no one has a food allergy or restriction.
At their age, mini cupcakes would be best. The teacher doesn't want a bunch of four year olds on a sugar buzz! LOL
When my son was that age, I sent mini cupcakes, small jiuce boxes, goody bags, and LOTS of napkins. I also sent some wet wipes to clean "frosting face" and a trash bag.
Stay and help with the party if you can - his teacher will appreciate the help.
And don't forget to follow up the next day with a thank you note to the teacher!

Most schools only allow store-bought pre-packaged food now. Teddy Grahams can come in small individual bags. Fruit gummies are also a big hit at that age, and come in individual bags. Depending on what you can afford, you can just send enough of one per child, or an assortment of 2 or 3 per child. You could also get individual goody sacks (bags), and put a few things like that in each one.
If you are looking for a bakery type item, you can order a box of decorated cupcakes from a bakery - as long as it is from a bakery, cupcakes will be accepted from most schools.
Hope this helps!

I was a room-mother to two of my step children when they were growing up, and also responsible for bringing "goodies" to several of their class events. Their teacher encouraged us to limit the sweets and increase items such as cheese and crackers and celery and carrot stix with dip. We brought in gallon containers of fruit juice and cupcakes. Here are some additional ideas:
1. Goodie bags containing: pencils, stickers, Spongebob items, Spiderman, sweet tarts etc.
2. Cupcakes with lots of sprinkles
3. Brownies with chocolate frosting
If you have some time and the teacher say's it's ok, you might want to join the class for some fun story-time and even a pinata!

I used to bake cupcakes in those square bottom ice cream cones. No papers, easier to eat, lots of fun. Just make sure there is enough for everyone and that no child with a food allergy is left out. Some fruit is laos good-- chilled grapes , trail mix (no NUTS), etc.
Check with the teacher/school first, though.

check with the teacher before sending foods to make sure it is not against school policy. this will also ensure that you are aware of another child's diet restrictions due to food allergy, etc. kids love cupcakes -have your son help out with the prep and decorating. i like to send 2 of the mini cupcakes since most of it is wasted anyway. don't forget your camera and birthday napkins!

What does your son like? Here is what I have seen at our schools.
Happy Meal treat made with Sandwich cookies made to look like a hamburger, Straw chips for fries, and drink box.
Mini ice cream cones filled with ice cream, topped with an upside down mini muffin, frosted and topped with sprinkles. Of course you would have to be able to deliver these at the time of the party.
cupcakes, but I'd avoid chocolate and chocolate frosting.
rice krispie treats
scotcharoos
Cut-out sugar cookies, frosted with royal icing because it dries hard and is not messy.
Donuts
Pizza, This was my kids favorite!!!!!!!!!!!!
Pizza cookies, made with sugar cookie dough and topped with chocolate chips, mini marshmallows and chocolate sauce.
