Buy a stove top grill.. what it is is a rectangular pan that has slots or ridges in it with a pan underneath to catch the drippings (the ones with ridges don't have the pan underneath). You can use on top of the stove and it even gives you the grill lines (make sure you use grill seasoning)! Rachel Ray uses it all of the time. I have seen them at Wal-Mart for like $20 if you don't want to spend a whole lot of money. Also, make sure to serve sides that people associate with a barbecue, such as potato salad and baked beans. Good luck!

You can entertain outdoors without a BBQ.
A good selection of fingerfood might be an option for you.
Alternatively check the Yellow Pages for companies who sell wholesale foods as often they have bulk food you can buy ready made, just heat and eat including pastas dishes, finger food and the like. The company that I use is below, however I don't know where you are so this information might be totally useless to you.
But good luck anyway.

A BBQ with no fire makes about as much sense as beer with no alchohol.
