Soy sauce is just an ingredient in tempura dipping sauce -- but you CAN use just soy sauce in a pinch.

My favorite recipe for tempura dipping sauce comes from an old cookbook called Japanese Cooking: Try It, You'll Love It.

1/4 US cup Japanese sweet cooking wine (mirin)
1/4 c. Japanese soy sauce
1 cup Japanese stock (dashi powder plus water is ok)
Bring these three to boil, and pour out into little dipping bowls (serves 4) . Add grated daikon radish and grated fresh ginger to taste. (Prepare 1 cup grated radish, and about 4 tsp. grated ginger.)

I'm Japanese.

Well, tempura dipping sauce that Japanese people use has soy sauce, mirin (Japanese sweet wine), sake (Japanese rice wine), bonito soup. So this sauce has stuff other than just soy sauce.

And many American people don't like to add grated daikon radish into tempura sauce but many Japanese people use that when they eat tempura. And adding that to the sauce actually makes a big difference in taste.

Anyways, soy sauce and tempura dipping sauce that Japanese people use are two different sauces.

You can buy commercially made memmi(a soup base for noodles and a dipping sauce for tempura) at most good asian food stores. Made from naturally brewed soy sauce,bonito extract,with rice wine added.This is concentrated and therefore hot water or cold water must be added to dilute it for noodle dishes or for a tempura dipping sauce. Soy sauce is brewed from cooked soy beans, brine,and roasted wheat. Tamari which is usually used for dipping sushi ,in better sushi establishments is usually all soy bean and the flavour is very similar to soy sauce, but check the label as cheaper versions do contain wheat. There are 3 basic types of general soy sauce, dark, light and mild used in most homes in Japan depending on what dishes are being prepared and also which region they live in as to the flavour required.

Soy sauce is a ingredient usually used in place of salt, while tempura dipping sauce is sauce to eat with.

If you have eaten both, you'll know they are totally different. Soy sauce is very dark, strong and salty. Tempura sauce is light, not salty, a tiny bit sweet.

Tempura dipping sauces usually are made from soy sauce, fish stock and mirin (rice wine)...among other things, depending on where you get it!

This is like asking what's the difference between French food and German food. It's hard to generalize. The stereotypical American thing such as deep frying in Chinese food and raw fish in Japanese food is just a tiny part of it. But from a broader perspective, Chinese food is a lot more diverse since China is a lot bigger than Japan. There are a lot more varieties.
