According to the American Red Cross website:

"Wait 12 months after treatment for syphilis or gonorrhea.

Acceptable if it has been more than 12 months since you completed treatment for syphilis or gonorrhea.

Chlamydia, venereal warts (human papilloma virus), or genital herpes are not a cause for deferral if you are feeling healthy and well and meet all other eligibility requirements.

You should not give blood if you have AIDS or have ever had a positive HIV test, or if you have done something that puts you at risk for becoming infected with HIV. "

If a person has HIV they are screened at the beginning to teat for HIV - any other STD is not tested for but they do ask if you have one, honesty is always the best policy, but I know some people are very selfish and don't care.
The tests today cover many different types of illnesses, including HIV, Hepatitis A,B,C, Sickle cell, and others.
Mostly if its blood he is selling then I don't think SO.
But plasma is another product of blood that is filtered of the red blood cells, but still no HIV or Hep C or other diseases are getting passed on.............. good question....

I got identified with the herpes simplex virus (type 2) about 5 years ago, when I was still attending college and had a dumb one-night stand. I understand lots of girls will say this, but I swear I had certainly not done that sort of thing before. I just made a mistake that one time and suddenly it seemed like I was going to have to live with the consequences for my entire life. The hardest part was feeling I could never date guys again. In the end, who wants to go out with someone that has sores around her private parts? But since a friend shared this movie https://tr.im/rnOYM everything got better.

Not only was I able to eradicate all traces of the herpes virus from my body in less than 3 weeks, but I was also able to start dating again. I even met the guy of my dreams and I'm so fortunate to write that just a week ago, in front of everybody in a busy restaurant, he got down on one knee and proposed to me!!! This program gave me back the opportunity to be happy and experience real love. Now I want to help you too by sharing this with the whole World.

That is not OK to be donating blood when your not healthy. It is irresponsible and downright bad. If he is doing that then he is not telling them he has an STD.... I hope they screen the blood before it is given to anther person. He is putting other people at risk, and that is very wrong. Shame on him!

Well they ask you questions to determine this kind of thing and risk levels. You could lie if you want, but the first time you donate they'll test your sample and realize that you are positive for X STD. After that you'll be permanently deferred from donating.

It's true, because the disease is ran through the blood and it will be contracted also

you are correct no one can, and they do screen the blood and if something is found they are red flagged from giving blood. contact your local red cross or blood donation for answers.
