THis may sound pretty corny, but my little sister did this at her party and it was absolutely halarious.
The game is called psychologist--one person say a word, and then everyone else just writes down the first thing that comes to mind, then the "psychologist" the perosn who said the word has to go through and read all the answers outloud, and the person beside them guesses who in the groupp said it.
Go, all the way around the group at least once, and the person w/ the most correct answers gets a prize of some kind.
I was chaparoning her party ,and theirs got pretty dirty, but they had so much fun trying to figure out who said what. and reading the answers, they got really into and played for a couple of hours.
Just a a thought. Good luck. Oh and these were 18 year old girls at the time.

Well if your keeping it all girls than I guess spin the bottle is crossed off but otherwise I would suggest having the party mainly in two to three main rooms. SLEEPOVER of course! In other words keep the fam out! First of course your room, any room with a t.v and DVD player, and of course the kitchen. Basically what yo need to remember is have music on in every room your in. Rent a chick flick for the t.v so you can watch and relate to it! Also two choices a. buy pizza b. you could make it part of the party to cook yourselves, but with so many girls I would say Pizza Pizza Pizza. Also most the time you don't even need any games all 16 year old girls want to do is gossip gossip gossip. So really if I where you stay away from the games unless you decide to invite some guys.

I just suggested these to another person, though I think it might be more suited to your age group. I know I've played "Psychologist" with an all-girl group friends when I was in university, so it might work well at your party.
Here are three free game ideas:
"Human Knot"
1. Everyone stand in a circle facing inward (need group of at least 4 people, really).
2. Everyone put right hand in the middle, and grab the right hand of the someone across from you.
3. Then left hands to grab the left hand of a different person. Do not hold the hand of someone immediately next to you.
4. Untangle yourselves, as a group, back into one open circle, without letting go of hands or dislocating any joints.
"Psychiatrist" (great if everyone knows each other well)
1. Send one volunteer out of the room (someone who is willing to ask a lot of questions of everyone). Meanwhile, everyone else sits in a circle.
2. While the volunteer is out of earshot, explain to the remaining players that when volunteer comes back, he/she will choose people and ask them personal questions (e.g. what's your favourite sport? do you have a mobile? do you have any pets? where were you born? who's your favourite teacher? Do you have any sisters? Is it your birthday today?)
3. When answering these questions, players must respond *as if they are the person immediately to their left*. They pretend to be someone else. Sometimes that means guessing or making up the answer. Sometimes you know enough about the person on your left to give a correct answer.
4. If you answer correctly (and the person on your left will know this) then the volunteer may look a little confused (if he wasn't expecting that answer...) and the game continues. If you answered wrong, the person on the left will say, "Psychiatrist!" and everyone gets up and changes seats. The volunteer questioner will look a bit bewildered when this keeps happening.
There are many variations on this game, when you answer as if there are things wrong with you. -- see "Party Games" in Wikipedia!
5. The object of the game (besides being pretty funny) is for the volunteer to work out the rule behind everyone's wrong answers... Let him/her realise something is wrong with the answers and then tell him to work out why some answers are so odd.
"Wink Murder"
1. Cards such as playing cards are allocated to all players, with one specified card randomly determining the identity of the murderer. (e.g. everyone gets red cards, and ONE person will end up with a black spade). Do not show anyone your cards! Keep your identity secret.
2. All players who are not murderer effectively take on the role of detective, with the objective of correctly identifying and accusing the murderer.
3. Everyone moves around the room, chatting if they like, watching each other, being careful as the "murderer" kills victims by winking at them. If a player makes eye contact with the murderer and he winks, then the player waits for a count of 10 and dramatically "dies", falling to the floor, etc.
4. If another player sees the murderer (and was *not* the one who held eye contact) then he can acuse. "I acuse John!" and John would have to show his card. If wrong (red card), then the false accuser is out of the game along with the victims. If he is right and he catches the murderer, then take a count of how many people were "killed" and then play again.
5. Keep playing as long as you like, and the person who secretly "murders" the most people is the winner.
great game for Halloween!

Get into 4 groups of 4. Make each group come up with a skit to perform 4 each other. Set a theme for it. If you all have camcorders or video phones, make up 2 questions, have each group go out and ask 10 people to answer the questions. Try doing it at the mall or other safe place. Show them at the party. Most of all have a good time and a safe HAPPY SWEET 16 BIRTHDAY!!!!!!!!

Ok, so for my 18th birthday, we had a hilarious and fun time. First we went on a graveyard/tombstone scavengar hunt(my birthday is on halloween). My friend and I went around and collected info from the stones and made up questions pertaining to them. If that's too morbid for you, have your parents make up one around your town or city and hoof it to find this stuff. Also, we played this game where in say, 30 seconds, you see how many lifesavers you can lick and stick onto your partner's face. It is gross, but so fun to play. Also, wrap two people's hair in plastic wrap or a shower cap, and then cover the shower caps in shaving cream. get cheetos or other round snack foods. divide into 2 teams and time a certain amount of time. start and throw cheezballs at the shaving cream heads and at the end of the time, see how may things are sticking to it. Very immature, but soooo much fun for all ages. I swear, we had a great time and my age group spanned from 14 to 19. Have fun, and sweet 16!
