Besides cardiologist, and vascular surgeon , it is a moral obligation the even a GP should check the nature of pulse as it is a baseline vital examination.
Even a phlebotomist check out pulse, subclavian artery , carotid artery etc.
If your question is about surgery , than it's the vascular surgeon.
In OT it's the anesthesiologist, who monitors your pulse etc.

Well, if you think of what is the name of the doctor who measures pulse wave velocity, there is none. The measurement can be done by whoever has the machine, whether he is a hypertension specialist, a cardiologist or an internist
