Well, think about the materials that will be needed and get estimates. Don't forget the lighting, tables, chairs, tenting or roof, butt receptacles, trash, and outdoor propane heaters if it gets cold where you are. There will be electrical, and piping in music probably which requires more electrical. Then there's always some kind of decorations.

Lots to think about, but at least the owner is the one responsible for the permit.
