beans no, rice yes...even whole grain rice is very low in fiber. the higher the dietary fiber intake the lower serum insulin levels will be. try to get the recommended 30 grams of fiber daily, it's not that hard.

No just watch portion size 1 cup of rice is 45 carbs, beans it depends on what type. Brown rice is better than white rice it metabolizes slower than white, which means your glucose won't spike as fast. With beans, while healthy, as with any food, it matters how much you eat and what you're adding to it like sauce, sugar etc.

Not avoid just control. With the rice do a whole grain and only eat a portion. It is too easy to over eat rice. Beans are good for you they contain lots of fiber espessaly black beans

Rice is a carbohydrate but controlling diabetes is more of a 24 hour a day thing, so nothing in particular is that important. What really matters is how you balance things out. I don't have it but that's my understanding.

Legumes are quite good for one with diabetis. Avoid anything white it helps no pasta, potatoes, rice, bananas. although i do take a 1/2 now and then...they are so healthy.
