Not at all. Protein in some form is in every food. Complete proteins are found in soy products, eggs, legumes, nuts, seeds, and so on.
Various amino acids exist in different foods in different amounts. Just ask anyone on the PKU diet, they can rattle off how many milligrams of phenylalanine is in a graham cracker or a small order of McDonald's fries. And they make some killer cucumber sandwiches, but that's another story for another thread.

Protein is another way of saying essential amino acids. Every food, except water and salt, contains essential amino acids, but every food contains them in different amounts.
For example, wheat contains very little lysine (at least I think it's lysine). When nutrition scientists were looking at the qualities of foods in the 1920's, they would feed one type of food exclusively to their animal test subjects. Many of their subjects sickened and died, leading to the erroneous conclusion that some types of foods contained incomplete protein. The truth is that all foods contain all of the essential amino acids, but not in the quantities that we need.
Throughout history, every cuisine has somehow managed to find combinations of foods that make up for that imbalance. So, we have the Middle Eastern combination of falafel in pita, the almost ubiquitous combination of some type of rice with some type of bean, and even peanut butter sandwiches.
But every foodstuff that is grown contains all of the essential amino acids, so every foodstuff that is grown contains protein.

ok, nobody has said this yet, but protein is in EVERY KIND OF FOOD YOU CAN EAT. There is protein in every kind of meat in existence, milk, every egg ever laid, every kind of bean, seed, fruit, every single vegetable, herbs, flowers or the grass that grows on your lawn. there is protein in bacteria, fungi, and even viruses!
in other words, everything alive.
if you were asking about significant sources or protein, no, there are plenty of sources besides meat including beans, nuts, seeds, and grains.

No, though most complete proteins (the ones your body can use as is) are in meats and diary products. However, if you use two complimentary foods that have protein, such as rice and beans, you get a complete protein.
Hope this helps!
