With smoking what is the name of that device that they put next to their throat to talk?

It called cancer of the larynx aka voice box and the device those cancer patients use is called an electrolarynx

Voice box, audo resonator....etc. The disease is emphysema, where the cancer affects the larnyx.

Of the COPD group, emphysema is the gravest and most threatening.
