90-100 is normal. Below 90 is reason for concern.

Normal values at sea level:
* Partial pressure of oxygen (PaO2) - 75 - 100 mm Hg.
Values below 60 may require immediate action and possibly mechanical ventillation.

the % of saturation of oxygen is around 97-99%. if its less, it means that other gases are taking the place of oxygen. its especially important in carbon monoxide poisoning. it can be measured by a saturometer (it looks like some kind of clip put on the finger or the toes (prematured babies)) or by having an arterial ponction for the determination of arterial gases (o2, co2) and other parameters. veinous blood cannot be used for determination of % of saturation O2 because in the veins, the blood is with less oxygen (used in tissues) and on its way back to the lungs and heart for a refill.
