It sounds like it could be an allergic reaction called urticaria.

See if there's a pattern to when it flares up and you might be able to find what's causing it.

Next time it happens go to your doctor who can look at it and make sure it's nothing more serious. Anti-histamines will help with the itching.

I think you mean "welts". And yes, obviously spelling does matter. Sounds like simple non-specific dermatitis.

That's usually an allergic reaction to something. Go see a doctor, if the whelts appear on your throat you should go straight to hospital or call an ambulance.

If you post a picture with your question of the welts someone may be able to compare them with something they experienced. If water makes it worse it sounds fungal in nature can you post a pic please?
