if you format the partition, it will delete what on it, nothing more nothing less. then the partition wil be empty, if you have a windows xp disc, i recommend that you reboot you computer with it in the drive, then it will ask you what you want to do, that way you can format the drive ad reinstal windows, but don't forget you will need to activate windows at some point,so make sure you have internet acess.
alterantely - just run system restore, I'm pretty spot on with reimaging drives and techhy stuff, however 9 times out of 10, system restore will fix your drive and any problems with it.
best of luck.

When you format a disk it does not remove the partition. In best practice i remove all the partition of the disk, then create a new partition (and just one) then format it.
You could create multiple partition but I prefer to use multiple HD. The first one for the operating system and software the second one for data.

No, it's not necessary, but it is good practice to create a separate partition for your personal data, assuming your hard drive is large enough.
That way, if you had to re-install Windows (and format c:), your data would be safe on the D: partition.

No.
Format "Formats the partition", it doesn't delete it.
If you delete a partition, then you must create a new one.
