but can people be pulled over for that? It really irritates me that I see people do this all the time. I actually got hit once because the driver's view was blocked by their placard.

It is a violation. Obstruction to drivers view.

Yes, in California someone can be issued a citation for this. It is considered an obstructed view of a driver. Anything that may prohibit the full view of a driver, such as a cracked windshield, things hanging from a rear view mirror, or items in the front seat that obstruct the full view are citable offenses.

Here in Ontario, Canada (you are UK right?) someone can be pulled over for having an obstructed windshield. I am pretty certain that the same goes for the UK.

How large are the handicap signs there? Here they are about 4"x8" and if tucked onto the dashboard don't usually obstruct anything.
