How can I make cider without a source of cheap apples, let alone cider apples? I am in a country far from where apples grow...

You can use frozen apple juice concentrate as long as it contains no preservatives.

So far as I could find out, it looks like you need either apples or pears to make cider. Without either one, I'm sorry to say you might have a hard time making cider.
