can they only access the NCIC?

We can access it if we need it but we have to show just cause. In other words, we have to formally request information. Sometimes if you run someone through NCIC, the investigation will show up to warn ofc.

No. Local LE cannot access FBI databases.

They have access to the National Crime Information Center [NCIC], but I think that is it.

No. But they may request information on certain
people. Whether the FBI will divulge the info is
at their discretion.
