Yes if he is an Indian citizen, he can marry any foreigner lady either according to the Foreign Marriage Act, 1969 in a foreign country or according to the Special Marriage Act, 1954 in India. Basically both these form of marriages are preformed before the marriage officer/registrar on fulfillment of these general conditions, age (bride should not be less then 18 years & groom should not be less then 21 years), both the parties to the marriage should not be married or should be divorced or widow or widower as the case may be, both should not be related to each other within the degree of prohibition i.e. blood relatives of each other, both should be of good mental status i.e. should not be suffering from any mental disease. If this marriage is to take place in a foreign country other then India then another condition has to be fulfilled that is that the local marriage law of that foreigner should not be a bar for any such inter national marriage.
