I dont think they care as long as there's no hair there. But if I were you I'd shave. Waxing and buying the products builds up over time, plus you cant do it again till some of it grows, because if you do it before then, your just not gonna get all the hair, and beauty DOESNT have to be painful, no guy cares what you do to look great, aslong you look great.
Yeah so shave, its easier and you can everyday or when ever you like.

How many more of these arm hair questions are you going to ask?!! My goodness girl! Get over it!
Shaving will eventually cause them to grow back "pokey" & may cause them to grow back darker.
Waxing will not make the hair "pokey" when it grows back, but it's painfull & your arm hairs have to be around at least 1/2 long before they can be waxed.
If you do decide to do either one, you don't need to tell any boys. If they notice & say something, than be honest. If they don't notice or don't say anything, than neither should you.

I think wax because the hair that grows out after shaving pokes people. Maybe you should look forward to laser treatment for hair removal. I'm planning to do that.
