you can't spot reduce fat stores. if you want to reduce the fat in the abdominal region you have to decrease the body fat percentage. you will lose fat all over the body so the mass in the hips and legs will decrease some. it's physiologically impossible to localize fat loss through diet or exercise.

It is wrongly believed that can you can lose weight only in certain parts of the body. Some areas "bulge" or appear more fat due to the lack of muscles. Doing common abdominal exercises like sit-ups, crunches and leg raises only helps in the toning and firming of stomach muscles. If the stomach muscles are stronger, the waist may appear slightly smaller. More information can be found at http://www.toloseweight.org/losestomachfat.html

Pilates might help. Crunches used to be recommended, but now I've heard they actually make the midsection larger. I like stretching exercises myself, because I don't want to lose in the hips and legs either. There are some weight loss pills that are especially targeted to reduce belly fat.

Unfortunately, it is not possible to lose weight from specific areas on your body. All the sit-ups and crunches in the world will not make you lose weight in your stomach--unless you count the overall fat you lose from the calories you burn--it will build muscle beneath the layer of fat on your abs. If you lose 10 pounds for example, your body will take fat away from your body proportionately, and there is truly no way to stop that, because it is your body's means of survival. You will probably lose a lot of weight from your stomach if that area of your body has a lot of fat, but you will consequently lose fat from your hips, thighs, butt, even feet and chest and neck as well.
