With the warm weather, lite a BBQ and invite them to join you.
They are probaly feeling just as apprehensive as you. With a BBQ, its a great ice breaker and does not always mean alcohol has to be flowing.
Wait for a sunny day and they have washing on the line. Pop round and say that out of rrespect for their laundry you are advising them you are about to lite a barbi.... would they like to join you. Gr8 ice breaker....and shows consideration and respect.

If there is a central meeting place post a flyer of a date to all meet there for a barbe Que, bring a dish and something for the grill .. or a park close by...
if no central place to meet, just do the barb-que thing, with more than one couple, then there wont be as much tension to get to know each other, less pressure with more people. Invite like 4 couples,/families or singles, then if you want to continue, each person can bring another next time.. each bringing food so your not stuck buying for everyone. You can rotate homes then too...
do it once a month, once a quarter, holidays.. whatever..
If bar-b-que is not your thing, have other things going on, horseshoes, darts, volleyball, even trivia games, cards, good food always brings people together...

go over towards them and intoduce your"Organization also
talk about the Foundation that does Support each 1 Community while it's being Builded by local Sponsor & yes
mention this towards these new Neghtbors they can join
Groups of Volunteers "!

This is a good question because I have this same issue. This is a good idea though: One evening soon after moving in, my husband and I were at our new home and the doorbell rang (we were not expecting anyone), and it was our neighbors from up the street; they had a freshly baked pumpkin pie for us and they WELCOMED us to the neighborhood. We chatted and they kinda told us about the other neighbors. They also gave us their info (phone numbers). It was great! We are now beginning to go meet our neighbors as they move in!
YOU SHOULD DO THE SAME!

How about a nice hello and smile when you see them or a wave. If they are outside in their yard walk over, and introduce yourself. I bet they have as much concern how to break the ice as you do.
You can also invite them in for coffee, etc.
There is no right or wrong way, just the way you feel most comfortable.

Communication comes in various way eg talking, smiling, waving etc. You can make a move by sending over some food that your're cooking as a way to start with.
