Many people have sued the government , city , state , federal and usually , the cost for attorneys and the absolute rarity of winning , makes suing the government a task for masochists .

There is the federal union of the 50 called the United States , so is that the organization you wish to sue ?

Lots of people do. All the time. And often win.
Of course, since the state pays them out of their taxes, they are really suing themselves.
