I believe that it was the full indian with bow/arrow/star that won the free totsie pop, but that was years ago, and it may have just been a myth, nothing like that going on now, unless an individual store is holding a promotion. Sorry.

I think you have to have the entire Indian shooting the star. You used to be able to take the wrapper to the store where you purchased it and get a free one. Times have changed...so I don't know. Email the company that manufactures the candy.
