I'm going to guess Canada -- of the two choices. I know Mexico has a law forbidding foreigners owning land there. About ten years ago, there was a small gated community of Americans living near Ecenites (sp?). Folks arrived home one afternoon to find that the Mexican government had locked them out. Didn't matter that they'd purchased the land from a licensed realtor and had the paperwork to prove it. They lost everything and no one felt badly for them, they were after all, "Rich Americans."

I really not sure. Maybe China, Philippians, Mexico or Taiwan? Mainly retired people.
I tried to find something but it not mention where overseas, but, list the population by State. Military and Families, Federal and Civilian Employees. I not remember if it mention retired. This from 1990;

Canada speaks English, they have great variety foods, socialized medicine, solid economy, strong education and lawful communities.

Mexico has....Catholics and speaks Spanish. Their drinking water is questionable and their non-varying food leaves much to be desired. Mexico is a poverty stricken, corrupt government run THIRD WORLD COUNTRY.

It's a no brainer, this one!

You have to think about the US military and their dependents that are stationed around the world too, so I'm really not sure. But Id think that the UK might just be where the highest number are.

I heard that Mexico has 1 million, of course, that is not what you're asking for, so I would only guess that it's probably the UK.
