A psychiatrist is an M. D. who can prescribe medications. A psychologist is a PhD or PsyD who can perform psychological testing and assessment and therapeutic intervention, such as counseling or behavioral therapy, individual or group sessions. Psychiatrists usually do not perform therapy. One may or may not refer you to the other.

In two states (i.e., Louisiana and New Mexico), psychologists with the pre-requesite educational requirements are now prescription providers. For the most part, however, psychologists (i.e., Ph.D.'s / Psy.D.'s) do not prescribe medication. Psychologists, generally speaking, provide psychotherapy.
Psychiatrists (M.D.s), on the other hand, do write prescriptions. In recent years, they have laregely moved away from providing psychotherapy (a good thing, in my opinion) and towards limiting themselves to medication monitoring/script writing.

a psychologist is like a counselor, anyone can just talk to them about their' life... while on the other hand a psychiatrist is a person who deals with people with mental illnesses.
