Ok I have some poor quality videos from a camera that takes still pictures not a video camera but a picture camera. I want to know if there is way to increase the quality of the video itself.

You CANT make a video or sound file any better than it was originally recorded, if you find a way, you would be up for a Nobel!

You can use some programs, such as Adobe Premiere, to "adjust" (or "clean up") the appearance of video, but it isn't possible to increase the "quality" of video. Adjusting video in post-production software can make it more viewable, but it isn't possible to increase the resolution of video that's already been taken, as there's nowhere for the missing pixels to magically appear from.

This principle of data capture applies to all forms of digital media: you can record a sound or a still image, for example, and later "adjust" it to make what you have perform to its best... but you can't get software to create data in the image or recording that wasn't originally recorded.

Unfortunately, the same goes for video. "Adjusting" video includes things like altering the brightness and contrast of the video, removing or softening noise, and selecting the "best bits" of a recording and editing them together.

But those sci-fi thriller movies and TV series, featuring law enforcement agency personnel who watch video monitors and say "Enhance that image/video! Let's read that number plate/see that person's face/rotate the image around 180 degrees" are misleading and can cause a movie to completely lose credibility for those of us in the know!
