IF not, no, for the most part. however keep in mind the rule of dependents is that if you provide over 50% of their living expenses and if no one else claims them. It is possible to have your cousin (or other relative) as a dependent, as long as his parents agree...

If the student is yourself, your spouse, or your dependent, then payment for educational expenses may qualify you for the Lifetime Learning Credit, Tuition and Fees deduction, or a miscellaneous deduction on Schedule A if the education is work-related.

For your spouse, yes. And if the person is your dependent, yes it's deductible - otherwise no, but the person might be able to take an education tax credit.
