You can select these and MANY other characters from Windows Character Map.
Ordinarilly found in Windows XP under Windows Start Menu >> Programs >> Accessories >> System Tools (if it hasn't been moved to another location).
You can also get these characters by pressing plus the ASCII Character code (if you know the code) -- otherwise, the Windows Character Map is the simplest way.

If you're using a Windows system, open up the Character Map program (several ways to do this, including from the start menu, go to "Run..." and type in "charmap" without the quote marks), then find the ¿ and the ó symbols (I usually find it easiest to group the symbols by "unicode subrange", which you can do by pressing alt + g and then pressing the down arrow). There are also several other character mapping software out there, both for Windows and other systems, many of them freeware.

You click alt and at the same time as pressing alt type the numbers press the numbers 113320 on the number keypad to your right not the ones on top of the letters the #'s will not appear but the upside question mark will when you let go and then let go of alt and it comes out like this ¿

You can put an accent over any vowel usually, by holding down [AltGr] before typing the vowel - (áéíóú), see?
You might also need ñ in Spanish, so, on an Apple Macintosh, press the [Option] key then typing n followed by either N or n.
To get a lowercase ñ on Windows, hold down the [Alt] key and press the numbers 164 on the numeric keypad with Num Lock on. To produce an uppercase Ñ, press ALT + 165 or 0209.

Here's a thought: Write in sentences. Capitalize, and use punctuation, so we know when you have come to the end of a thought. And...spell your words. Correctly. If you do that, we are more likely to understand what you want to say. As it is, I don't get it...it's too much work to read your mind. Try again.
