What does CIA mean, C... Intelligence Agency or what?

The C stands for Central. They are our spies. The FBI handles domestic issues. The CIA is forbidden to do so. The CIA is supposed to only takes care of issues outside of the US. They should have been the ones to take out Saddam without a war.
