Just wanted to know if it has effect on flavor, color, quality or what.

Dry yeast is usually a very generic yeast. It's fairly neutral and can be used for any style of beer. Liquid yeast is cultured for specific types of beers, each with their own characteristics that they contribute to the beer, including flavor, aroma and alcoholic strength.

Theres no difference, the yeast is just already desolved in the liquid.
