The word the King James uses "shamefacedness" comes from #127-at Strong's Greek dictionary "aidos", which primarily means-bashfulness, modesty,reverence.

I have heard that in the day that this screpture was made, there was no dress code is some places, and women, in tribes did not cover there breast, you see that today in some places in Africa. And other places. You have to understand the people that were there in this time frame, they had no morrals, they took stuff that made them want sex, with drink, so that was nothing to see sex going on in the streets. Which sex in some countries on the streets, still take place.
So you have to know your history, in order to get the most of the word. Women needed to be shown how to dress, that would not offend, or bring red faces to men of God. He was just trying to bring salvation to the women of that day. Sure there are women today who should read this scripture, but God judges the heart, not the clothing, but I am sure it was hard for the men of God to be talking about God, when women were hardley wareing any clothing, and mabe they got out of hand, and needed someone to pull in the rope. Women are the heart of a man, we can help you, or we can brake you, that was the wisdom, getting ahold of the woman, so the men could live like men of God, and not harlets slaves to sex. Woman ruled with her legs, not with her heart for God. This was a way to bring that in order. IT still goes on today, but lets put the finger in the darkness and bring light to the reson of the scripture, Flesh was winning the battle, by lust, so it came undercontrol, by putting some rules down for women. Women in them days, embarcement, so modest ment not to bring attion to yourself. To behave in good maner, not wickedly.
Its a teaching, like giving someone a glass for the first time, to teach them how to drink from it, its not a comandment

I prefer 1 Pet. 3.3 - "Do not let your adorning be external--the braiding of hair, the wearing of gold, or the putting on of clothing". Notice that it doesn't say EXPENSIVE clothing. It just says clothing. Unfortunately, I don't know of any pastor here in Amarillo who teaches that women should run around naked.

It is saying that dress should not be motivated by vanity, pride, or a desire to arouse sexual passion. Rather, our emphasis should be on good works which spring from a sincere faith. God looks not on the outward adornment, but on the hidden person of the heart. I teach that.

The "I" is Paul. Paul also want women .... Paul is instructing Timothy and this is one of Paul's values.
You will see in Paul's Epistles he often states his views, not the Lord's.
